Admission Requirements
The program encourages individuals to apply who have background and experience in educational leadership. Admission shall be granted on a competitive basis in accordance with Title 5 of the California Code of Regulations (Section 41020). - The applicant has attained a cumulative grade point average of at least 3.0 in upper-division and graduate study combined.
- The applicant was in good standing at the last institution of higher education attended.

- Three letters of recommendation attesting to the leadership and scholarship potential of the applicant.
- Curriculum Vitae that shows whether the applicant has proficiency in a second language although such proficiency is not required for admission.
- A written Personal Statement that demonstrates an understanding of the challenges facing the public schools or community colleges in California. Applicants who will specialize as P-12 educational leaders are expected to address their experiences as classroom instructors.
- All applicants whose native language is not English and who earned their bachelor’s degrees in a country where the official language is not English shall submit scores from the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS) taken within three years of applying. (Use Institution Code 4683 for the TOEFL.)
- Students whose applications meet the requirements listed above may be invited for a personal interview. At the interview applicants will be required to submit either of the following:
- A statement from the applicant’s employer indicating support for the applicant’s doctoral studies (see FORM C of the program application), or
